Summary
Due to the newly established rules by Visa and Mastercard effecting the USA and Canada, ShulCloud will be implementing new processes. Therefore, when the Fee mode on your SIP Gateway is set to Always; Charge when amount is below; or Charge when amount is above it is a surcharge. When the fee mode on your gateway is set to Ask the Payor or Never, it is considered a donation. In this article we will take you through cases of no impact, global site changes, local site changes, and how to make updates to your Gateway to comply with new implementations.
Please make sure you complying with your state regulations as well.
Our development team has exerted considerable effort to make these changes as seamless as possible for our customers. While some adjustments will impact everyone, the overall transition has been designed for minimal disruption.
Cases of no impact
• If your Gateway is configured for single mode "eCheck Only," it will remain unaffected.
• For Gateways set in dual mode, supporting both "Credit Card/ECheck" and "Credit Card Only," and located outside the USA and Canada, there will be no impact.
• If your Gateway is set in dual mode "Credit Card/ECheck" and "Credit Card Only" within the USA and Canada, and your fee is voluntary, rest assured that it will not be affected.

A voluntary fee (Fee mode "Ask the Payer") is essentially a donation, as people are asked if they would like to include or exclude the fee on their gateway.

Local Site Changes for the USA and Canada
- If a gateway setting is changed to a Mandatory fee mode, to always collect the fee or collect it when the amount is above/below, the Charge Type Fee Override will be disabled and the gateway will force the fee settings.
- Credit card surcharges (mandatory online payment fees - previously convenience fee) for Visa and MasterCard have an absolute maximum surcharge cap that is set at 3% in the United States and 2.4% in Canada.
- Local laws may vary and any entity imposing a surcharge needs to not only be in compliance with the credit card’s own regulations, but also with applicable state law.
- In addition, Fees in Canada are allowed only against Visa and Mastercard credit cards (no fee allowed for Amex and Discover).
- Please be aware that these fees are not allowed on Debit cards or Prepaid Cards in the USA and Canada, therefore those cards are exempt from any surcharge.
- In order to comply with the merchant surcharge cap for Visa and MasterCard, ShulCloud will be updating Gateway settings that are set to collect surcharges mandatory on credit cards in the USA and Canada. (See Global Site Changes above)
How to Update
- Admin Menu > My Lists > Gateways
- Review each of your gateways to determine if you are SIP or Non-SIP
- Determine if your gateway fee settings are set to voluntary fee options (Ask the Payer or Never) or mandatory fee options (Always, Amount is above, or Amount is below)
- Voluntary fee options – no changes are required
- Mandatory fee options – fee must be capped at 3% for the US or 2.4% for CAN
